| Is the regulation of network industries in crisis? |

The recent financial crisis has put the question of regulation front and centre in the dialogue about service provision. Questions have been raised on whether network industry regulation itself is in crisis. A newly published book titled "Economie et Droit de la Régulation des Infrastructures: Perspectives des Pays en Voie de Dévelopment", edited by Jean-Marie Chevalier, Marie-Anne Frison-Roche, Jan Horst Keppler, and Paul Noumba Um, looks in detail at this question. In particular, an article by Frannie A. Léautier and Paul Noumba Um exposes the experience of Latin America and Africa by examing four main questions: (a) what are the key challenges facing developing countries today and how are they related to the performance of network industries?; (b) what progress has Africa achieved in terms of access to infrastructure networks and services?; (c) what are the principle regional and global trends with respect to the quality of network industry regulation and governance; and (d) is the regulation of network industries in crisis? |
